- We may want to develop a strategic plan for Interlock. From the document: "Strategic planning is indeed different from business planning. Strategic plans are the road maps that guide an organization forward, answering questions about mission and values as well as what results the organization wants to achieve in the area of program, management/operations, sustainability, and governance.
